Three Oaks president Phil Smith is resigning. The Herald Palladium reports Smith is calling it quits as a state takeover of the village's finances seems certain. Smith detailed his resignation in a letter delivered to the Three Oaks Village Council Thursday. Councilman Scott Habel has also resigned. The State Treasury Department is expected to recommend Governor Jennifer Granholm to declare a financial emergency in Three Oaks.
